Planning and Development service changes

The following changes are in effect for Planning & Development services. For questions, please contact the Planning Services Centre.

Book an Appointment

The City of Calgary’s new eAppointment system streamlines access to Development, Business and Building Services counters.

Visit appointment.calgary.ca and select Planning Services Centre Branch to book an appointment.

Citizens can schedule appointments for services like development permit applications, business licensing, and building permit inquiries. eAppointment reminders are available through email and SMS. Booking in advance saves time and allows for better preparation by City staff.

Application payment and drop-off

The third-floor counter remains open for pick-ups and drop-offs. 

Payment options

Credit Card 

If you applied using apply.calgary.ca, you can pay any outstanding application fees online by logging into your myID account and clicking on the “Pay Outstanding Fees” tile. 

If you did not apply on apply.calgary.ca. call our Payment Line at 403-268-5311. 

Cheque 

Fill out the application form and enclose a cheque. If paying by credit card, you will be contacted by phone to provide credit card information. Please ensure you fill out the application form before dropping off. 

Debit or Cash 

A city employee is available behind the counter gate to handle cash or debit payments. Please submit your application to the drop box and remain in the area to make payment after your application has been reviewed. These are in a priority queue and will be reviewed within approximately 20 minutes. Please ensure you fill out the application form and place it in the drop box.

Development applications

New digital intake application process starts May 1

Planning & Development remains committed to processing development applications during the State of Emergency. We want you to know how much we appreciate your flexibility to adapt to the changes we've been implementing since mid-March.

Starting Friday, May 1, we’re introducing a new digital intake process for large scale development permits, land use amendment applications and outline plans. To submit these application types online, call the Planning Services Centre at (403) 268-5343 and work directly with an agent to complete the intake process.

Before you call, please consider the following:

  • Allow up to 45 minutes to process your application over the phone.
  • Please have all digital files organized and ready to upload at the agent’s instruction.
  • Files will be transmitted securely via Microsoft OneDrive and reviewed during the call.
  • All documents must be named as per City of Calgary building and development lists and forms (CARLs) naming conventions to make document types easy to identify.
  • All files must be in PDF format. Please create one PDF file for each requirement.

The City of Calgary will continue to accept smaller scale applications through Online Services at apply.calgary.ca and subdivision applications through the VISTA portal.​​

Construction and Inspections

Suspension of construction sites

If ​you are suspending activity on a construction site, please inform The City of Calgary by calling 311.

Building inspectors will attend multi-family and high-rise sites that would have higher risk to public safety should construction activity be stalled at this time. Inspectors will review public access, loose debris, and security of the sites. 311 is prepared to respond to these calls and track all suspended sites.

Commercial and multi-family inspections

Inspections will continue for commercial and multi-family sites, as long as the inspector is satisfied that workers on the site are following safe-distancing recommendations and permit holders at the site have met COVID19 screening criteria.

Occupied residential inspection

Inspections of occupied residential sites excluding those listed below will continue via video inspections. If the video inspection cannot be completed, the inspection will be delayed until we can do complete a physical inspection. Inspectors will be working with customers to make sure terms of permits will not be impacted.

Physical site inspection may occur where COVID19 screening criteria are met in the following situations:

  • exterior inspections (i.e., deck, detach garage, changes to site plan)
  • emergency situations – for example: interruptions to utility services have occurred (i.e., power, water, natural gas), or
  • ​final inspections for occupancy or partial occupancy of premises.
