Amending Bylaws - 2026

Effective: August 4, 2026

Inserts previously deleted low density residential districts, deletes Land Use Bylaw amendments approved under Bylaw 21P2024 and replaces the amended sections with rules as they existed prior to citywide rezoning;  

Changes the zoning of residential properties back to what existed before the citywide Rezoning for Housing in 2024, with exemptions;

Adds textual amendments for non-conforming buildings and uses;

Makes amendments to the Residential – Grade Oriented Infill (R-CG) District to reduce parcel coverage, building height and eliminate zero lot line provisions; and

Adds textual amendments to retain other Council directed Land Use Bylaw amendments that were approved following the adoption of Bylaw 21P2024.  

Bylaw 25P2026

Effective: August 5, 2026

Amends Land Use Bylaw 1P2007 to prohibit main residential buildings in the rear yard on midblock R-CG parcels. Allows applications submitted prior to the effective date to use the building depth rules in place at the time of submission.

Amends Land Use Bylaw 1P2007 to list Secondary Suites as permitted uses in low density residential districts.

Effective: September 15, 2026

The amendments enable flexibility for schools to respond to changing community populations and demographics. 

Streamline planning approvals for modular classrooms ("portables") by exempting up to 6 portables on a school site from the requirements for bicycle parking stalls, pick-up & drop-off stalls, loading stalls and landscaping; and

Support school boards in using their buildings temporarily for public benefit uses compatible with school board purposes during periods of low enrolment. Allowing interim uses in school buildings approved by the Joint Use Coordinating Committee to be exempt from a development permit under section 25(1).

Effective: September 15, 2026

This amendment makes all provisions of the Centre City Enterprise Area permanent by deleting the expiry date.
