Transit Oriented Development (TOD) along Green Line

Transit Oriented Development (TOD) is the planning, design and building of development centered around rapid transit stations.

It is typically characterized by multi-story buildings for residents, businesses and services, and is designed to encourage walking, cycling and transit use. Locations for future TOD along the Green Line were chosen based on:

  • Stakeholder input (community, developers, and subject matter experts)
  • Market analysis studies
  • Geospatial data
  • Long-term development plans

Planning for Transit Oriented Development

Extensive research was completed on TOD potential for Green Line stations. TOD scoping and planning was conducted with Green Line’s pre-design process and community-based visioning.

Market analysis studies done between 2014 and 2016 helped identify areas with the highest TOD potential. It focused on areas that could have multi-family developments and complete TOD development in 30 years of the market analysis (2015 to 2045).

The study identified:

  • Current market value conditions (based on age and condition of buildings)
  • Market demand
  • Desire for mixed-use and multi-family residential buildings
  • Key populations and land use targets along the Green Line
  • Projected population to support a highly walkable, mixed-use neighbourhood
    • At least 4,000 housing units are required to support a full range of retail and service businesses

North market study forecasts

  • 45,000 new multi-family units over the next 30 years

  • About 19,500 of these new units will be located near the Green Line

Southeast market study forecasts

  • 41,000 new multi-family units over the next 30 years
  • About 20,000 of these new units will be located near the Green Line
