Managing our workforce to ensure service value for Calgarians

We strive to balance our workforce with the services Calgarians need. Calgary has one of the lowest full-time equivalents (FTEs) per thousand people among major Canadian cities. As of December 31, 2025, there are 11.9 FTEs per thousand people. Since 2010, Calgary’s population has grown by 45.5 per cent, compared with 31.95 per cent growth in FTEs. Employees were added to priority areas that mattered most to Calgarians, including public safety, transit, and emergency response.
