Planning Liaison Program
About the program
Communities across Calgary have their own local histories and characteristics. And the people in each community see different opportunities, challenges and priorities about how to grow and change over time.
Understanding this sort of local knowledge is an important part of The City’s new Planning Liaison Program. The program is intended to support community associations to be more effective participants in local planning and development projects.
Supporting community associations
A team of dedicated planning liaisons will help build the capacity of community associations to be more effective participants in planning and development processes by providing:

Opportunities for City staff to learn about your community and its priorities. |

Learning sessions so residents and community associations can learn more about the planning and development process. |

|
Guidance to help increase the capacity of local planning committees so they can better navigate the planning process. |

|
Direct contact with city staff in order to build a shared understanding of planning impacts within specific communities. |

Tools and resources on how to apply best practices. |
Why is The City conducting a Planning & Development Public Service Satisfaction Survey?
- Planning & Development Services use multiple collaboration methods and offer regular engagement to continually ensure community members are well-informed about planning and development proposals in their communities.
- Survey feedback will help us improve:
- The clarity and accessibility of planning information available to the public
- The types of information related to planning and development provided by The City
- How we communicate opportunities for public participation
- Overall experience of interacting with our services
Who can take the 2026 - 2027 survey?
- Our survey is aimed at gathering specific information and feedback from Calgary’s Community Associations, yet we encourage any Calgarian that would like to connect with us to complete the survey.
- The survey can take approximately 5 to 20 minutes to complete depending on the responses, and participation is entirely voluntary.
Do I need to provide any personal information (name, address, phone number, other details) in order to complete the survey?
- Answers and comments remain confidential, and you will not be personally identified. The personal information from this survey is collected under section 4(c) of the Protection of Privacy Act (POPA) and is used to provide guidance to The City of Calgary when it comes to making decisions regarding municipal matters.
How will you share the final survey results with City Council?
- Survey results, feedback and comments are shared with City Council through the City’s Planning & Development public hearing meetings and processes such as at the Calgary Planning Commission
How will you share the final survey results with Calgarians?
- Any reports and findings will be shared on this page following review and as they become available.
How long is the survey open?
- The City’s Planning & Development Public Service Satisfaction Survey is scheduled to remain open until March 31, 2027.
- The survey is available online only and can be completed anytime.

Partners in Planning (PIP)
Partners in Planning (PIP) is a free certificate program that helps people understand how planning and development works in Calgary.
The program explains how City planning decisions are made, what rules apply and how residents can take part in planning and development conversations in their neighbourhood. The sessions are designed to be clear and easy to follow, even for beginners.
PIP welcomes community association members, residents, students, and people working in development or building industry. If you’re curious about how planning decisions influence Calgary, want to know how to get involved, or just want to feel more confident speaking up in planning discussions, this program is for you.
The program is supported by the City’s Planning Liaison team, who help connect what you learn to real planning and development examples in Calgary.
