Integrity and Ethics Office
In May 2025, the Government of Alberta amended the Municipal Government Act to include eliminating Council Codes of Conducts at the municipal level. The City’s Code of Conduct for Elected Officials Bylaw (26M2018) has therefore been repealed. With this, The City no longer has an Integrity and Ethics office in which an Integrity Commissioner and Ethics Advisor provides ethics advice, education and dispute resolution for Calgary City Council Members or receives complaints about Council Member conduct.

Overview
The Integrity and Ethics Office provided ethics advice, education and dispute resolution for Calgary City Council Members, and received complaints about Council Member conduct.
Calgarians expect City Council Members to meet the highest standards of conduct when fulfilling their public role.
This means:
- serving the public interest;
- acting with integrity, diligence and competence;
- avoiding conflicts of interest;
- avoiding improper use of influence, and
- arranging their affairs in a way that promotes public confidence and stands up to public scrutiny.
The Code of Conduct for Elected Officials Bylaw 26M2018 established:
- the rules Council Members must follow;
- the powers and procedures of the Integrity Commissioner in overseeing Council conduct; and
- the role of the Ethics Advisor in informal complaint resolution.
To promote Council accountability and transparency, Council established disclosure requirements with oversight by the Integrity and Ethics Office.

For complaints about a Council Member, please contact the Municipal Affairs Ministry.
The Integrity Commissioner no longer receives and investigates allegations of breaches of the Code of Conduct for Elected Officials Bylaw; the Bylaw was repealed in May 2025.
