Plus 15 Fund Offset Program

The Plus 15 Fund Offset Program provides a financial incentive to encourage new residential development downtown within the boundary of the Plus 15.

The City is offering a reimbursement of up to $1 million per project. This incentive will help offset required contributions to the Plus 15 Fund.

This program aims to increase economic activity, vibrancy, and safety downtown by:

  • Encouraging new housing developments,
  • Increasing the downtown population,
  • Creating more businesses and things to do downtown,
  • Supporting property values, and
  • Improving the downtown experience for Calgarians.

Projects located within the Plus 15 boundary on the map below are eligible.

Program criteria

To be eligible to receive reimbursement, a project:

  • Must be a residential project, excluding hotels.
  • Is required to contribute to the Plus 15 Fund.
  • Must not have started development.

Reimbursement details

The amount paid into the fund will be reimbursed when the development is ready for occupancy.

What is the Plus 15 Fund?

The Plus 15 Fund contains financial contributions from new developments that fall within the Plus 15 network. These contributions are used to:

  • Complete missing Plus 15 links

  • Install accessibility, wayfinding and security improvements

  • Complete emergency repairs

  • Assess bridge conditions
