The following information is for City project managers and consultants preparing construction procurement documents on behalf of The City of Calgary.
Construction templates
The City has provided some sample construction templates. These are intended to provide additional information and be a reference when planning and preparing a bid response to a procurement opportunity.

While we strive to keep the information up to date and correct, the official procurement documents which you must prepare your bid submission for will be posted on The City’s contract management system, SAP Ariba.
Updates to construction procurement templates effective Nov. 24, 2025
Effective Nov. 24, 2025 updates have been made to the following templates: X637, X638, X639, X640, X644, and X647. The key updates include:
- Appendix B – Proposal Submission Forms (Applicable to Nonbinding Templates: x638, x639, x644, x647)
Manual signature requirements have been removed. Proponent acknowledgment will now be captured directly in SAP Ariba. The revised forms offer a cleaner and more concise format.
- Appendix D – Proponent Team Declaration (Applicable to Templates: x638, x639, x644)
Updates have been made to:- Section D: Confirmation of Lead Proponent
- Section E: Confirmation of Proponent Team Member(s)
- These updates reflect the electronic acknowledgement via SAP Ariba
- Section 3.7: Revision to align with updated access and privacy legislation
To align with Alberta’s updated access and privacy legislation, we’ve replaced the reference to the Freedom of Information and Privacy Protection Act (FOIP) with Access to Information, Confidentiality, and Copyright Matters (ATIA, POPA). This change applies to all listed templates.

Construction procurement guidance document
Statutory Declaration submitted by contractor for payment
Contractors engaged with The City of Calgary must use the version of the Statutory Declaration form as located in Appendix A of the 2022 Standard General Conditions Construction. The City will not accept other versions of the Statutory Declaration form.
