Land for non-market housing

The opportunity to purchase City-owned land at below market value for the purpose of developing and operating non-market housing will be offered in Q4 2025 through two distinct application Windows.

Window 1 will be open only to eligible Indigenous applicants.  A minimum of one and a maximum of three parcels will be sold under this dedicated Window.  All eligible Indigenous applicants are encouraged to submit required information and fulfill required processes to be considered as part of the Window 1 land sale delivery.  Window 1 will precede Window 2.

Window 2 will be open to all applicants who meet program eligibility requirements. Parcels of land not sold under Window 1 will be offered for sale through application Window 2.

Non-market housing land disposition program

The City endeavors to consistently sell surplus land at below market value on an annual basis to non-profit organizations for the development and operations of non-market housing. Selling City land is an important action from Home is Here - The City of Calgary’s Housing Strategy, which aims to make non-market housing more readily available in Calgary.

Since the program began in 2019, The City has sold 17 pieces of surplus City land to non-profit housing organizations for the development of an estimated 835 new non-market homes for Calgarians in need of housing.
