West Elbow Communities Local Area Plan

The West Elbow Communities Local Area Plan (LAP) is a Council-approved policy document that sets the vision for growth and change in the West Elbow area. As a completed plan, it guides how land use, development, and investment will shape these communities over the next 30 years.

About the plan

The West Elbow Local Area Plan was created with extensive public engagement. It includes ideas from residents, local businesses, and City planners to make sure growth leads to safe, connected, and sustainable neighborhoods.

The West Elbow Communities completed plan lays out a clear vision for the future. It sets rules and guidelines for new development and investment. The plan covers land use, transportation, housing options, and community spaces to help create vibrant, livable areas.

The plan covers several communities, including Altadore, Bankview, Cliff Bungalow, Elbow Park, Erlton, Garrison Woods, Lower Mount Royal, Mission, Rideau Park, Roxboro, Scarboro, South Calgary, Sunalta, Upper Mount Royal, the portion of North Glenmore Park north of Glenmore Trail SW, and the portion of Richmond east of Crowchild Trail SW.
