Prairie Economic Gateway Timeline

In July 2023, Council directed work to begin on a rail-served development that will provide strong transportation links to facilitate national, continental and global trade from a manufacturing and logistics hub within the Calgary region, a project now known as the Prairie Economic Gateway.

Originally intended for annexation, The City of Calgary and Rocky View County instead agreed on a partnership for the Area Structure Plan lands. Together, the two municipalities shifted focus to regional collaboration and economic development along a shared border for years to come.

Where the project stands now

Phase 1

The first phase of the Gateway project is complete. This phase of the project saw Gateway receive all of the municipal approvals needed, including a formal deal agreement between the City of Calgary and Rocky View County and land use redesignations, to move the project into its second phase, which is now underway. Phase 1 afforded the opportunity to build an alliance with private sector partners (CPKC and Shepard Development Corporation) to support execution.

Phase 2

This Phase 2 work will be completed in three integrated stages, beginning in 2026 and continuing through to 2031. The work in 2026 will focus on planning and design work to better understand costs and prepare for construction. This includes early engineering work for important infrastructure like roadways, water, wastewater and stormwater systems, as well as securing the right of way needed for public infrastructure.

Phase 3

Major construction will be completed in Phase 3, bringing Gateway into operation. By leveraging its rail access, land and logistics infrastructure to support staging, storage and movement of goods across regional, continental and global trade routes, Gateway will attract manufacturing, processing and other businesses to the site, driving ongoing private investment, trade capacity and economic growth in the Calgary region and across Alberta.

The following timeline outlines the work of the Gateway team to date, as well as what’s to come following the signing of the Prairie Economic Gateway Deal Agreement between The City of Calgary and Rocky View County.

June 2024 

Council approval on MOU

City Council approves the Prairie Economic Gateway Memorandum of Understanding between the City of Calgary and Rocky View County.

September 2024

Council first reading on Statutory Plan Amendments

City Council gives first reading to the Prairie Economic Gateway - Statutory Plan Amendments. City Council provides a letter of support for the jointly developed Area Structure Plan.

November 2024

CMRB approval and Council introduction session

The Calgary Metropolitan Region Board (CMRB) approves the Statutory Plan Amendments. City Council receives the Prairie Economic Gateway Intermunicipal Agreement – Introduction in closed session.

December 2024

Council session on approach

City Council receives the Prairie Economic Gateway Intermunicipal Agreement – The Approach presentation in closed session.

February 2025

Council approval on Deal Structure and Statutory Plan and Amendments

Rocky View County Council unanimously votes ‘yes’ on the Prairie Economic Gateway Agreement on February 18. Calgary City council votes ‘yes’ 12-2 on February 25.

March 2025

MoU signed with the Canada Infrastructure Bank

The City of Calgary and Rocky View County sign a Memorandum of Understanding (MoU) with the Canada Infrastructure Bank to explore an investment partnership.

Q2 - Q4 2025

Municipal land use approvals

Conceptual Scheme and Land Use Approvals are now complete.

Phase 2

Late 2025 - Early 2026

Engineering design commencement

Conceptual and preliminary engineering design work will commence.

Late 2026

Off-site servicing framework

Work will focus on the Master Servicing Agreement, land acquisitions, detailed engineering studies and design for the Gateway's public infrastructure needs.

2027 - 2030

Commercial readiness

On-site servicing, roads and distribution. Lot permitting, construction and occupancy. Infrastructure construction completion for the first phase of the development.

Phase 3

2031 - onwards

Business operations

With major construction completed and businesses beginning to take occupancy, Gateway will be operational. Additional buildout of the Gateway site will continue through 2031 based on market demand and uptake.
