Riverbend TOD Land Use Redesignation and Outline Plan

City Council approved application LOC2023-0031 for the development of lands in Riverbend, located at the northwest portion of 86 Avenue and 24 Street SE, to accommodate a mix of residential uses. 

About the project

The City proposed to redevelop approximately 15 acres of brownfield land in east Riverbend to accommodate future transit-oriented development.

The proposal was to subdivide the site into four or five development sites to accommodate a variety of low and medium profile residential housing options, along with a significant open space allotment.

The development is estimated to include 500-600 units within 2-3 storey grade-oriented townhouses, and 4-6 storey multi-residential buildings.

The application

The application was led by The City’s real estate and development service, submitted to The City’s planning department, independently reviewed by the Calgary Planning Commission, and approved by City Council at its July 16, 2024, public hearing; for details, see item 7.2.40 in the Council meeting minutes.

Initial details about the application were shared at a Public Information Session held November 2022 at the Riverbend Community Association, followed by targeted engagement with residents of Riverstone Rd SE in summer 2023.

Process

On May 23, 2024, the Calgary Planning Commission reviewed the application, revising the Riverstone RD SE connection from a transit-only plan to one that would eventually allow all types of traffic. City Council approved this revised plan on July 16, 2024, with amendments directing a review of the road network design to minimize the impact on existing properties along Riverstone Road SE with a focus on improving transit connections to support transit-oriented development.

Next steps

The July 16, 2024, public hearing wrapped up the planning application process. Next steps are to prepare the site for development, which involves detailed engineering and installing utilities, roads, sidewalks, and landscaping, including removing existing vegetation and trees and planting new ones. Once ready, development sites will be publicly marketed for sale through calgary.ca/realestate.
